In an effort to comply with the CDC guidelines of social distancing recommendations and to help prevent the spread of the COVID-19, the Owatonna City Hall & Owatonna Housing & Redevelopment Authority offices will be closed to the public effective Wednesday, March 18, at 8:00 am, until further notice.
If you have any income or household changes, please call call 507-774-7318 or email email@example.com the Owatonna HRA office if you have questions regarding your account.
If you have an annual re-examination a notice and paperwork have either already been mailed to you or will be mailed to you. Please complete the annual paperwork and provide all supporting documentation with the application. You will need to email or return mail the paperwork to the Owatonna HRA. Please apply the same standards if you have any interim changes.
At this time HQS inspections will be performed for only new move-in cases. If you have a scheduled HQS inspection we will send you a letter ahead of time to inform you of the cancellation, at that time.

The waiting list for the federal Housing Choice Voucher Program, which provides rental assistance for low-income individuals and families, is being reopened in Steele County through the Owatonna HRA effective August 5, 2015 for applicants with the Residency Preference.
The Owatonna HRA is now accepting applications for the Housing Choice Voucher Program to eligible families with the residency preference only. Families wishing to apply for the Housing Choice Voucher Program are required to complete the housing application (PDF) and submit proof of residency.
The housing office will request documentation of the residency preference at the time application is received. Applications from non-Steele County residents will not be accepted.
The resident of service area is described as the following:
- A family whose head or spouse is living in, working in, or active participant in an education and/or training program in Steele County.
Proof of Residency
Acceptable proof of residency includes:
- Current lease, and/or bill from phone, utility company, credit card, etc.
- Paystub or offer from a company located in Steele County.
A Household may be eligible for a Voucher if their income is below the limits. The income limits are set by HUD on an annual basis. They are set at 50% of the median family income for the geographical area.
