EDUCATION, TRAINING, AND EXPERIENCE REQUIRED: High school diploma or equivalent. One year of general office, communications, or public contact work, or an equivalent combination of education and experience.

PRIMARY NATURE OF WORK: To perform a variety of routine law enforcement and public contact work in enforcing codes and ordinances governing parking, and assisting the public by providing information about parking locations and regulations. Perform certain administration duties in connection with parking enforcement.

SECONDARY NATURE OF WORK: To perform a variety of law enforcement and public contact work including, but not limited to, animal control, vehicle forfeitures, and website maintenance.

WORK PERFORMED/AREAS OF RESPONSIBILITIES:

I. Monitor the flow of vehicles in timed parking areas; issue citations for parking violations such as overtime parking, illegal parking in handicapped, truck, bus and fire hydrant zones, double-parking, parking on the wrong side of the street and related violations.

II. Maintain a variety of accurate records related to citations and vehicle impounds. Create and issue letters for non-payment and warrant notification.

III. Locate current owner of vehicles for non-payment letters.

IV. Collect funds from public and records payments.

V. Void parking tickets as appropriate.

VI. Appear in court for contested tickets.

VII. Display an attitude that reflects integrity, dedication, and conscientiousness.

A. Deal courteously and constructively with citizens and parking problems.
B. Show positive attitude, and set an example for others.
C. Avoid acts that might be construed as compromising one's integrity.
D. Maintain confidentiality as required by state and federal statutes.

VIII. Monitor and enforce the responsibility of construction sites to provide and maintain safe walk areas for pedestrians.

IX. Report and monitor dangerous road and sidewalk conditions.

X. Monitor traffic signals and signs; and report any malfunctions.

XI. Identify and record information on possible abandoned or stolen vehicles, and report it to proper authorities.

XII. Monitor safety of children, pets and parked cars in assigned enforcement area.

XIII. Operate a two way radio.

A. Check registrations.
B. Report stolen vehicles.
C. Request assistance in emergency situations.
D. Relay information regarding work situations and suspicious activity.
E. Dispatch information to officers in the field as needed.

XIV. Serve as a member on various employee committees as assigned, such as the downtown parking committee.

XV. Assist with traffic control at emergencies or community events.

XVI. Assist department personnel in the handling of animal nuisance complaints.

XVII. Perform other related work as apparent or assigned.

EXTENT AND TYPE OF INTERACTION WITH THE PUBLIC:

I. Receive and answer questions from the public regarding parking regulations, parking facilities, basic traffic regulations, location of public facilities, points of interest, and other public information.

II. Assist public with matters such as stalled vehicles, traffic safety, and vehicle impounds.

III. Receive and answer questions from the public regarding animal control issues and vehicle impounds.

IV. Refer citizens to appropriate officials when necessary.

V. Receive and answer questions from the public regarding vehicle impounds and forfeitures.

REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:

I. Must possess, or be able to obtain by time of hire, a valid State of Minnesota driver's license without record of suspension or revocation in any state.

II. Must possess or obtain within 12 months of employment a first aid card and flagging certificate.

EQUIPMENT AND TOOL OPERATION:

I. Employee may be required, but not limited to use of the following: police radio, phone, pager, traffic marking equipment, flagging equipment, first aid equipment, computer, word processing software, fax, and telephone.

WORKING HOURS AND CONDITIONS:

I. Hours are generally 7:30 am to 4:00 pm, Monday through Friday, with on call hours assigned as needed. This is a non-exempt position.

II. This position requires the employee to wear a uniform. Uniform expense is covered by the city.

III. While performing the duties of this job, the employee frequently works in outside weather conditions, exposed to wet and/or humid conditions, fumes or airborne particles, cold and heat.

IV. The employee occasionally works near moving mechanical parts, drives close to vehicles for marking purposes, which could constitute a potential hazard.

V. When driving on ice and ice ruts in winter, there is a hazard with the small tires on the parking cart.

VI. The noise level in the work environment is usually moderate to noisy.
