Parking Fine Payment Options For your convenience, parking tickets may be paid the following ways: In person - You may pay your fine at the Law Enforcement Center at 204 East Pearl Street at the Parking Control Office.  You may pay with cash, check or money order.  Checks should be made out to the Owatonna Police Department.  For your convenience a courtesy box is available through the first doors of the Law Enforcement Center and payments may be placed in this courtesy box.  The courtesy box is available at all times. Fines may be paid in the following ways: Make check or money order payable to :  District Court Please do not send cash through the mail.  A charge of $30 will be assessed for all returned checks.
