Plan & Ordinance

By law, the Minnesota Pollution Control Agency’s stormwater program regulates municipal separate storm sewer systems (MS4s) reduce the amount of sediment and pollution that enters surface and ground water from storm sewer systems to the maximum extent practicable.

MPCA has classified Owatonna as a Designated MS4. Designated MS4s by rule are cities and townships with a population of at least 10,000 people; and cities and townships with a population of at least 5,000 and discharging or the potential to discharge to valuable or polluted waters.

In response to these requirements, the City of Owatonna has adopted the following:
