JOB TITLE: Street Superintendent

IMMEDIATE SUPERVISOR: City Engineer/Director of Public Works
DIRECTION OF OTHERS: All Personnel of the Street Department
EDUCATION, TRAINING & EXPERIENCE REQUIRED: High School graduate. Two years of post high school education or Associates Degree in Public Works or related field preferred. Shall have at least 5 years experience in street maintenance and repair work including 2 years at the supervisory level. Must be familiar with all types of light, heavy and repair equipment.
NATURE OF WORK: Supervises a Division of light and heavy equipment operators that perform a variety of duties in street maintenance and airport maintenance. Establishes schedules, assigns, supervises and inspects work.
WORK PERFORMED/AREAS OF RESPONSIBILITIES:
I. Plans, organizes and supervises the work of personnel in maintenance, repair and equipment operation activities concerning streets, special operation projects and Airport.
A. Develops short-range maintenance plans, detailing procedures,
practices and policies.
B. Confers with the Public Works Director, City Staff and other interested
parties in the development of long-range maintenance programs.
C. Assigns priorities to projects and develops work schedules.
D. Participates in hiring, training, discipline and evaluation of personnel.
E. Supervises the scheduling of time, material and equipment.
F. Supervises the keeping of maintenance, time material and equipment
records.
G. Attends meetings as directed.
II. Develops, supervises and participates in street maintenance, construction and repair projects as necessary.
A. Collects data on needed street repairs, sets priorities and assigns work
crews.
B. Supervises and reviews work of subordinates in the conduct of varied
street repair, maintenance and construction activities.
C. Participates in work projects as necessary.
D. Maintains complete and accurate cost records.
III. Directs and assists personnel with sign and street deliniation.
A. Follows City Council and Public Works Director directives regarding
sign placement, sign removal, and street markings.
IV. Develops, supervises and participates in construction of special operation projects.
A. Works with Administration and other departments to plan, schedule
and construct special operation projects, such as storm water and
drainage systems, bike trails and park and recreation related projects.
B. Confers with Engineers, City staff and other interested parties on the
development and construction of special operation projects.
C. Supervises and reviews the construction and maintenance of special
operations projects.
D. Maintains complete and accurate records of the work done and
associated costs.
V. Responsible for purchasing of capital equipment vehicles, materials and supplies to assure conformity to specifications and oversees shop repairs and servicing of said vehicles and equipment.
A. Confers with Public Works Director and other interested parties
regarding purchases of equipment, materials and vehicles.
B. Establishes maintenance schedule for vehicles and materials.
C. Supervises the activities of shop personnel.
D. Prepares specifications for equipment vehicles and materials.
E. Supervises the keeping of service records of all vehicles and
equipment.
VI. Supervises and participates in construction and repair of buildings, grounds and facilities at the Municipal Airport.
A. Confers with Public Works Director and Airport Manager regarding
maintenance and repair of facilities at the Airport.
B. Establishes maintenance schedule for runways, taxiways, vehicles and
equipment.
C. Supervises the activities of personnel assigned to maintenance at the
Airport.
D. Prepares specifications for equipment vehicles and materials.
VII. Supervises all tree removal and trimming operations.
A. Gives directions and instructions to tree crew.
B. Insures records of tree removal and replacement are maintained.
C. Coordinates tree removal and trimming with other departments.
VIII. Participates in preparation of division budget.
A. Informs supervisor of operations on a regular basis.
B. Supervises the maintenance of time, material, and equipment use
records.
C. Projects Division costs for coming budget period.
D. Keeps records of all expenditures of the Division.
IX. Performs all other job-related activities as directed.
EXTENT AND TYPE OF INTERACTION WITH PUBLIC:
I. Develops public understanding of work and activities of the Division.
Answers citizen questions and requests for materials and information
regarding streets, tree removal and maintenance at the Municipal
Airport.
B. Follows up on citizen complaints in areas pertaining to the division.
C. Maintains good relations with industries, news media, businesses,
other public agencies and the general public in the course of
maintaining streets and the removal of snow and ice.
D. Participates in public education programs regarding work of the
Division.
REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:
I. Must possess a valid Minnesota Class A CDL driver's license.
EQUIPMENT AND TOOL OPERATION:
I. Employee must be capable of operating miscellaneous tools and equipment relative to this position which shall include but may not be limited to: Motor vehicles, road construction equipment, road maintenance equipment, communication equipment, computers, copy machines, fax machines, measuring devices, welders, grinders, drills, presses, hoists, a variety of hand tools and calculators.
WORKING HOURS AND CONDITIONS:
I. Hours may vary, but generally 7:00 a.m. to 3:30 p.m., Monday through Friday. This is an exempt position.
II. Machine shop environment and construction job site activities, which may include walking, climbing, and bending, in a normal construction environment. This may include exposure to the natural elements, dust, insects, and conditions that could be hazardous or dangerous relative to construction sites.
III. As approved by the Director of Public Works and availability of funds, continuing education and training will be provided to ensure a competent level of ability to perform of this position and to allow maintenance of required licenses and certifications.
