Engineering Updates 4/30/2021

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.

We thank you for your patience as these projects are completed.

2021 Truman Avenue Project Phase 1 (Main Street to Phelps Street): 

Items of work completed this week: Clearing and grubbing, materials delivered and stockpiled on-site, milling of existing asphalt pavement in the Phase 1 portion of the project, Phase 1 temporary water services setup (not put into service yet).  

Week of May 3rd: Items of work planned to take place next week: removal of existing concrete pavements (sidewalk, entrances, curb & gutter) in the Phase 1 portion of the project, common excavation for proposed sanitary sewer, and removal of existing sanitary sewer.

Temporary ramps are in place where existing pavement has been removed at these sideroads to allow access across Truman Ave., but drivers are encouraged to take alternative routes if possible to avoid construction activities on the project site.  All other sideroads at Truman Ave. along the project are fully accessible for traffic & pedestrians.  For residents needing to access the cul-de-sac at the East end of Academy Street, a temporary access lane is in place at the East end of the cul-de-sac connecting to Main St.    


2021 Bridge Street: Construction is planned to start with Phase 1 the week of May 3rd. West Bridge Street from I-35 to Park Drive will be closed to both directions of traffic. The intersections to I-35 and Park Drive will remain open at this time. A Detour Map is available here

2021 N Cedar Streetscape: The downtown streetscape project is moving into final plan development stage.  The project is expected to be advertised for bids on May 5th with bids due May 26th. A video of the Streetscape Improvements Visualization is available on the project webpage.

26th Street & State Ave Roundabout: Steele County and the City of Owatonna will be constructing a roundabout at the intersection of 26th Street (County Highway 34) and State Avenue (County Highway 45).A Virtual Open House will be held until May 9th. Residents may find that Roundabout U, an outreach program created by Washington County, provides helpful information and instructions regarding roundabouts.

2021 CIPPSHydro-Klean have finished sanitary sewer lining on St. Paul Rd., 22nd, 23rd & 24th Streets, and 7th Avenue NE this last week. With that, the entire project has been completed for the season. Service should not be interrupted, should you experience issues call Hydro-Klean 24/7:1-855-845-5326. 
 
Public Works
Street Department: Did you know the City of Owatonna has been recognized as a Tree City USA Community since 1991? Tree City USA is a national program that provides framework for community forestry management. More information on the Tree City USA program can be found on the Forestry page. Arbor Day is April 30, this typically marks the beginning of boulevard tree planting. Things are a bit different this year, no Arbor Day Ceremony is being held and boulevard tree planting will begin May 3rd. 

WWTP: With its plan for a new wastewater treatment facility, Owatonna is continuing to do its part to help protect the Straight, Cannon and Mississippi rivers, including Lake Byllesby and Lake Pepin. Learn more about the MPCA’s environmental review and wastewater permit for the proposed expansion: www.pca.state.mn.us/news/underway-mpca-environmental-review-owatonnas-wastewater-treatment-expansion. The public comment period for the Environmental Assessment for the WWTP Expansion ends May 3rd.
