City of Owatonna Engineering

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.

We thank you for your patience as these projects are completed.

2021 Construction Projects:
2021 Project Location Map

2021 Truman Avenue Project Phase 1 (Main Street to Phelps Street):
This week work continued on the new sanitary sewer construction. This included removal of sanitary sewer pipe, installation of proposed sanitary sewer connections, and installation of proposed sanitary sewer main.

Next week work will continue on the sanitary sewer main installation for phase 1.

Temporary ramps are in place where existing pavement has been removed at these sideroads to allow access across Truman Ave., but drivers are encouraged to take alternative routes if possible to avoid construction activities on the project site.  All other sideroads at Truman Ave. along the project are fully accessible for traffic & pedestrians.  For residents needing to access the cul-de-sac at the East end of Academy Street, a temporary access lane is in place at the East end of the cul-de-sac connecting to Main St.

2021 Bridge Street:
Work this week has consisted of aggregate removals and stockpiling of roadway
base material. Next week’s work is anticipated to include installation of storm
sewer inlets and culverts in conjunction with road base preparation.

This project is phased and is anticipated to generally follow the phasing plan. Currently, the contractor is working in the “Construction Phase 1” area as outlined in blue. Following Phase 1, work is expected to take place within Construction Phases 1A and 1B at which time, detour routes will be adjusted. A graphic of the phase routes is shown in the newsletter related specifically to the Bridge Street Reconstruction Project. To sign up for these newsletters, please visit Notify Me.

2021 N Cedar Streetscape: The downtown streetscape project is moving into final plan development stage. The project is currently advertising for bids, due May 26th and is expected to be awarded by City Council in early June.  A video of the Streetscape Improvements Visualization is available on the project webpage.

26th Street & State Ave Roundabout: Steele County and the City of Owatonna will be constructing a roundabout at the intersection of 26th Street (County Highway 34) and State Avenue (County Highway 45). This project is currently being advertised for bids through Steele County.
Public Works
Street Department: Pot hole repair is ongoing. If you notice that a repair is needed, please contact the Public Works Department so it can be addressed.

WWTP: Sewer odors occur when basement floor drains have dried up and allow sewer gas to enter the home. These drains need to be checked periodically and refilled with water. Pour water into the drain to keep it filled. If the odor persists, call the Wastewater Treatment Facility at 507-444-2452.
