Engineering Updates 7/2/2021

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.

We thank you for your patience as these projects are completed.

City offices will be closed Monday, July 5th. Staff will return Tuesday, July 6th. 

2021 Construction Projects:

2021 Bridge Street: Phase 1 work continued with the placement and compaction of additional aggregate for the road base. Riprap for the ends of the culverts is also being brought onsite and placed. Alongside the riprap placement, the north road ditch is being fine-graded with topsoil in preparation for seeding next week.
Due to the observance of Independence Day, no work will take place on Monday, July 5th. Planned work next week will include trimming the road base and ensuring adequate stability as well as removals within Phase 1A, which includes the intersection of Park Drive. Following removals storm sewer is to be installed followed by roadway subbase and base within Phase 1A. Concrete paving within all of Phase 1 is planned to begin on July 12th.
Traffic changes are also anticipated to be implemented as Phases 1A and 1B begin. Work on Phase 1A is scheduled to begin on July 6th and Phase 1B is planned for July 12th to coincide with the concrete paving schedule. Additional media releases and revised detour routes are shown here.

2021 N Cedar StreetscapeTemporary watermain was placed, tested for contamination and once determined to be clean, was connected to the 300 Block buildings to maintain water service while the main line is installed.
• The signal pole at the SW corner of Rose St. & N. Cedar Ave has been removed and will be stored until street removals are completed. At that time, the pole will then be reset in it’s new location to coincide with the new street configuration.
• Sanitary sewer, watermain and storm sewer pipe, and structures were delivered to the site in preparation for the upcoming week’s work.
Work Coming Up:
• Due to the observance of Independence Day, no work will take place on Monday, July 5th.
• To install a new valve, a water shut down is planned for 8:30 AM – 11:30 AM on Tuesday, July 6th. Not all buildings will be affected and the contractor will provide notices for those directly impacted.
• Sanitary sewer, storm sewer, and watermain construction are all planned to begin next week. The goal is to extend all utilities out of Rose Street in order to allow an expedited reopening of the intersection.
• Following the utility extensions, pavement removals will begin on Rose Street to the east and west of N. Cedar Avenue to allow for sidewalk and pavement adjustments. Repaving of this area is expected to begin the week of July 19th.
• As work on Rose Street occurs, the contractor will also be continuing sanitary sewer installation along N. Cedar Avenue.
• The intersection of Pearl Street is planned to be closed beginning the week of July 12th to allow for utility construction on N. Cedar Avenue. Additional intermittent closures will be occurring before that time to allow for demolition of the Flooring Frenzy building

Overlay Project: The contractor has finished the structure adjustments and replacements on Mound St SW and Glendale St NW, completing their part of the project. The concrete contractor has been working behind them pouring back the curb & gutter on Meadow Lane & Hilltop Ave SW and will move on to the last two streets. They should be finished by mid next week. The Street Dept. has been placing asphalt back in the structure cut-outs. They have several left on Mound and all on Glendale to do yet. The edge milling is expected to begin the week of July 12th, and the asphalt overlaying should begin shortly after that.

Street Department: Crews continue to patch potholes and work on tree trimming. The Street Department has also been working with the Overlay Contractor to complete that project.
