Engineering Updates 7/9/2021

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.

We thank you for your patience as these projects are completed. 


Mineral Springs Road, between Grove and Cherry, will be closed at the railroad bridge for work on the railroad bridge beginning July 13th. Please follow the posted detour during this closure. Thank you for your patience while this work is completed.

2021 Bridge Street: 
Due to the observance of Independence Day, no work took place on Monday, July 5th. During the rest of this week, Phase 1 work continued with fine grading and compaction of the aggregate road base in preparation for concrete paving. Work on Phase 1A, which includes the intersection of Park Drive has begun with pavement removals and excavation, utility line adjustments, new storm water culverts and signal system removals. Phase 1A is expected to be complete within 30 calendar days from the start of the phase which results in an expected intermediate completion date of August 5th, 2021. Construction on Phase 1B is anticipated to begin next week (week of July 12th) which will close the southbound I-35 ramps at W. Bridge Street. Due to the significant traffic impacts, the work in this area is required to be expedited and completed within 10 calendar days. Work within this phase consists of replacing the existing bituminous pavement with new concrete surfacing.

Work next week is anticipated to include road base preparation and culvert placement for Phase 1B and the start of concrete paving on all active phases which include Phase 1, 1A and 1B. As noted, traffic changes will be made accordingly as work progresses and motorists are encouraged to follow the detour routes.

2021 N Cedar Streetscape
Due to the observance of Independence Day, no work took place on Monday, July 5th. Construction on N. Cedar Avenue continued this week included beginning the installation of the sanitary sewer, storm sewer and watermain at the intersection of Rose Street and N. Cedar. On Tuesday, a new water valve was installed on the north side of Rose St. to provide more water operation flexibility and limit impacted buildings. Installation of a new sanitary sewer manhole at the Rose Street intersection was also installed and sewer main was stubbed to the south while the storm and watermain connections are made within the Rose Street intersection. This will allow for the completion and reopening of the Rose Street intersection prior to the remainder of the 300-block being finished. Adjacent to the project area, the Flooring Frenzy building has been razed and cleanup of the area is underway in preparation for the new hotel construction.

Next week, the contractor will continue sanitary sewer installation along N. Cedar Avenue. The intersection of Pearl Street is planned to be fully closed beginning the week of July 19th to allow for utility construction on N. Cedar Avenue. Additional pavement removals are planned to occur along Rose Street to improve the sidewalk and roadway are expected to begin toward the latter half of next week (week of July 12th).

2021 Truman Avenue: 
This week:
No work was done on-site on Monday of this week because of the holiday. Work this week began on Tuesday and Northland Grading & Excavating worked on installing water service systems and sanitary sewer services. On Thursday of this week, Northland switched over to installing storm sewer from School St. to Phelps St. On Friday of this week, Northland completed storm sewer installation from School St. up to Phelps St. and then finished the week working on setting up temporary water services for the next block between Phelps St. and University St.


Items of work completed this week in Phase 2 of the project include: Installation of Sanitary Sewer Services, Water Service System, Installation & Reconnection, Removal of Storm Sewer pipe, Installation of new Storm Sewer Pipe, and Installation of Storm Sewer Catch Basin Structures.


Next week:

Northland Grading & Excavating plans to begin next week working on Sanitary Sewer work; starting at the intersection of University St. and work Southward to Prospect St. After they finish Sanitary Sewer work in this block stretch, they plan to begin working on water main in this same block stretch. Northland also plans to work on sub-cutting the block from School St. to Phelps St. After sub-cutting is complete, they will begin prepping the subgrade and laying the rock subbase layers.

Items of work planned for next week in Phase 2 of the project include:

Removal of existing water main and storm sewer pipe, and installation of new water main pipe, gate valves, & fittings, and installation of new storm sewer pipe and manhole structures
