Engineering Updates 7/16/2021

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.

 We thank you for your patience as these projects are completed.

 2021 Bridge Street: Work this week was primarily focused on Phase 1A has progressed with preparation of the road base. A couple areas of soft material were encountered and were corrected to ensure a sturdy, consistent base for pavement to be placed on top of. Electrical conduit has been placed to facilitate the new signal system installation at the Bridge St. Park Dr. intersection. Phase 1A is expected to be complete within 30 calendar days from the start of the phase which results in an expected intermediate completion date of August 5th, 2021. Construction on Phase 1B began this week on July 14th with removals and subgrade preparation which required the closure of the southbound I-35 ramps at W. Bridge Street. Due to the significant traffic impacts, the work in this area is required to be expedited and completed within 10 calendar days and is planned to be re-opened on July 24th. Work within this phase consists of replacing the existing bituminous pavement with new concrete surfacing. Concrete paving on Phases 1, 1A & 1B is expected to begin next week. The new concrete typically takes between 7 and 14 days before it can be driven on so please use extra caution while paving is occurring and do not enter the area until the road is open to traffic. In preparation for the concrete paving, a string line is being set up and is used to guide the paving equipment and ensure the roadway is placed at the correct elevation at the designed concrete thickness.

2021 N Cedar StreetscapeWork this week included continued installation of sanitary sewer, storm sewer and watermain to get beyond the Rose Street intersection. A new large telecommunications structure was also replaced in the intersection of Rose Street and N. Cedar Avenue. Additional removals on Rose Street have also commenced. Sanitary sewer construction is now continuing down the 300 block with mainline and service connections being made. In order to maintain wastewater flow through the area, a bypass pumping system within the Pearl Street intersection has been set up and will be relocated as construction continues. 

Next week, the contractor will continue sanitary sewer and service installation along N. Cedar Avenue and anticipates the closure of the Pearl Street intersection on Tuesday to allow for pavement removals and the installation of the new sanitary manhole. Following this, storm sewer and watermain construction in addition to services will continue through the 300 block. The contractor will also be working along Rose Street with minor storm sewer installation, subgrade preparation and base placement.

2021 Truman Avenue: This week: On Monday and Tuesday of this week Northland Grading & Excavating worked on Sanitary Sewer construction. Starting at the intersection of Phelps St. & Truman Ave. they installed one (1) Sanitary Sewer Manhole structure at this intersection and then continued working Southward towards University St. installing 8” PVC Sanitary Sewer Main. No work was done on-site on Wednesday of this week as a result of the rain. On Thursday of this week, NGE worked on installing Water Main at the intersection of Phelps St. & Truman Ave. On Friday of this week, NGE worked on pouring the concrete inverts in the new Storm Sewer structures that have been installed on the project thus far. Items of work completed this week in Phase 2 of the project include: Removal of existing Sanitary Sewer main pipe, Installation of one (1) Sanitary Sewer structure, Installation of new 8” PVC Sanitary Sewer main, Removal of existing Water Main pipe, Installation of new 6” PVC & 8” PVC Water Main pipe, and Installation of two (2) new Water Main Gate Valves, and Installation of Water Main Fittings. 

Next week: Northland Grading & Excavating plans to begin next week working on getting Temporary Water Services hooked up and turned on for the block between Phelps St. & University St. along Truman Ave. After the Temporary Water Services are hooked up and turned on, they plan to begin working on new Water Main construction; starting were they left off this last week at the intersection of Phelps St. & Truman Ave. and work Southward towards University St. After they complete the installation of the new Water Main in this block, they plan to work on installing the new Water Main Services & Sanitary Sewer Services in this block. (Phelps St. to University St.) Northland also plans to work on sub-cutting the block from School St. to Phelps St. After sub-cutting is complete, they will begin prepping the subgrade and laying the rock subbase layers. Items of work planned for next week in Phase 2 of the project include: Removal of existing Water Main pipe, and Installation of new Water Main pipe, Gate Valves, & Fittings, and Installation of new Water Main & Sanitary Sewer services.  

Intersections affected: Northland Grading & Excavating will not be working in the Phase 1 portion of the project next week. Side-road access across Truman Ave. in the Phase 1 portion of the project at the intersections of Agnes St. and Academy St. will be open to traffic and residents via temporary ramps. Drivers are still encouraged to take alternative routes, if possible, to avoid construction activities in the Phase 1 portion of the project. Northland will be working in the Phase 2 portion of the project, from School St. to Prospect St. Side-road access across Truman Ave. at the intersection of School St. & Phelps St. will remain closed until construction of underground work items at these intersections is completed, backfilled, and aggregate sub-base has been placed. Side-road access at the intersection of University St. may be temporarily closed next week for work on Sanitary Sewer and Water Main. Side-road access across Truman Ave. at all other intersections along the project will continue to be maintained for traffic and residents. Drivers are encouraged to take alternative routes, if possible, to avoid construction activities on the project. 

2021 Overlay Project: The Contractor has completed the manhole replacements & adjustments. The concrete work (sidewalks, curb & gutter) is almost completed, and will be done within the next week. The edge miller will take down the edge of the asphalt (along the gutter) next week. The Street Department is then planning on overlaying new asphalt on the week of July 26th.
