Engineering Updates 7/30/2021

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.

 We thank you for your patience as these projects are completed. 


2021 Construction Projects:

 2021 Bridge Street: Work this week was primarily focused on prepping and paving the St. John Drive entrance and business driveways. The new concrete typically takes between 7 and 14 days before it can be driven on so please use extra caution during and after paving is occurring and do not enter the area until the road is open to traffic. Work is also occurring west of Park to install driveway culverts and prepare for driveway paving. Next week, the curb and gutter, along with the median, will be placed. Striping and median landscaping will occur in mid-August, while seeding along Phase 1 is expected to be placed early next week with Phase 1 and 1A completion mid-August. Phase 1B re-opened on Tuesday evening and now allows for access to and from southbound I-35 at Bridge Street; however please note the detour to access west of I-35 is still in place, as only the intersection has been reopened.

It is anticipated that new traffic changes will begin the week of August 16th with removals beginning within Phase 2. A new detour plan and media release will be sent and detour signage will be updated.

2021 N Cedar StreetscapeWork this week included continued concrete removal, sanitary sewer services, and the painting of signal poles at the Rose Street intersection. Asbestos was found as an insulator in a steam pipe along the 300 block, and the safe removal began mid-week. This temporarily slowed the service installation, however removals on the west side are anticipated to be completed shortly, allowing a quicker pace to resume.

Next week, the contractor will look to finalize base prep and install curb along Rose Street early in the week, with mainline and sidewalk paving to follow. The continuation of sanitary sewer services, watermain construction, and storm sewer installation along N. Cedar Avenue is also expected next week. Coordination with businesses will occur during sidewalk construction to ensure pedestrian access to buildings. Removals and closure of the Pearl Street intersection and the 200 block is anticipated to begin in about two weeks.

2021 Truman Avenue: This week: Northland Grading & Excavating worked on longitudinal subdrain, sump pump services, water main, and subbase grading.  Northland completed longitudinal subdrain and sump pump services between School St. and Phelps St.  They also completed water main from Phelps St. to University St.  Also, they finished subgrade prep. work and started subbase grading work between School St. and Phelps St.

Next week: On Monday of next week, Northland is planning to work on water main; continuing from where they left off at this week at University St. and work towards Prospect St. On Wednesday of next week, Removal of Existing Pavement is scheduled to take place.  The asphalt milling subcontractor will be onsite to remove the remaining portion of existing asphalt pavement on the project, from South St. to Havana Rd. Northland will also be working on subbase grading at the start of next week to get the subbase placed and graded up to Phelps St.  After they get the subbase completed at this intersection, they will begin working on subgrade prep. work from Phelps St. to University St.  

Intersections affected: There will be an increase in construction activity on-site next week because of the asphalt milling subcontractor that is scheduled on Wednesday for the removal of the remaining existing asphalt pavement on the project.  On Wednesday, flaggers will be located at side streets to direct drivers and pedestrians during the asphalt milling operation.  With the increased construction activity planned for next week, drivers and pedestrians are especially advised to take alternatives routes, if possible, to avoid construction activities on-site. 

2021 Overlay: The 2021 Overlay project is completed. The Street Department finished with the paving Thursday (July 29th) afternoon.

26th Street & State Avenue Roundabout: The intersection of 26th Street and State Avenue (County Highways 34 and 45) will be closed for construction starting Thursday, July 29. State Avenue will be detoured via Hoffman Drive (CH 2), I-35, and 46th St NW (CH 9). 26th Street will be detoured via Cedar Avenue, North Street, Hoffman Drive, and I-35. A map showing the project area and detours is attached. The project will replace the existing signalized intersection with a roundabout to improve safety and traffic operations.
