Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone. We thank you for your patience as these projects are completed. 2021 Construction Projects:2021 Project Location Map
2021 Bridge Street: Work this week was primarily focused on paving the concrete curb and gutter throughout phase 1 and 1A. The new concrete typically takes between 7 and 14 days before it can be driven on so please use extra caution during and after paving is occurring and do not enter the area until the road is open to traffic. In addition, seeding and establishment of the road ditches occurred. Work is also progressing west of Park to prepare for paving. Next week, the median will be prepared for landscaping, pavement striping will occur and shoulders will be prepared, all with the intent to allow the roadway to re-open to traffic mid-August. Work on the signal system at W. Bridge Street and Park Drive is anticipated to continue after the intersection has opened to traffic, therefore an all-way stop is to be in-place.
It is anticipated that new traffic changes will begin the week of August 23rd with removals beginning within Phase 2 (outlined in green below) including the intersection of W. Bridge Street and 24th Avenue. Phase 2 will include extended sidewalk for pedestrian traffic, as well as greenspace. A new detour plan and media release will be sent and detour signage will be updated.

Work This Past Week

Be sure to visit the website for detour routes and alternate parking areas.To sign up for updates for the North Cedar Streetscape Project, please visit the ISG Project Page, scroll to "Stay Connected" and fill out the form titled "Sign up here for project updates" 2021 Truman Avenue: This week: Northland Grading & Excavating worked on watermain, water services, sanitary sewer services, sub-cut & subgrade preparation, and subbase grading. Northland completed watermain from University Street to Prospect Street, water service installations & reconnections and sanitary sewer services from Phelps Street to University Street, and they also completed subgrade prep and subbase grading from School Street to Phelps Street On Friday of this week, they completed milling the existing asphalt pavement from South Street to Havana Road.
Current Status of Major Work Items:
Next week: On Monday of next week, Northland is planning to work on subgrade preparation and subbase grading work between Phelps Street & University Street. Towards the end of next week, concrete curb and gutter paving is scheduled to take place, weather depending. The concrete paving subcontractor is scheduled to be onsite to pave the concrete curb & gutter in the Phase 1 portion of the project, from Main Street to School Street. If delayed by weather or other delays, the concrete curb & gutter paving will be moved back to the next week. Northland will be working on water service installations & reconnections and sanitary sewer services next week.
Northland may work on removing the temporary access lane between the Academy Street cul-de-sac and Main Street next week. They will first remove the asphalt millings, fabric, and drainage pipe of the access lane; then later they will remove some of the brush in this area and lastly place back topsoil and seed to put back this area as it was before construction began.
Intersections affected: Side-road access across Truman Avenue at the intersection of Phelps Street will be closed until the subbase grading is completed. Side-road access at the intersection of University Street may be temporarily closed next week for work on Storm Sewer. Side-road access at the intersection of Prospect Street may be temporarily closed next week for work on Sanitary Sewer/Storm Sewer/Watermain work. Side-road access at Agnes Street, Academy Street, School Street, and now Phelps Street are open to drivers and residents via temporary ramps. The temporary access lane at the cul-de-sac of Academy Street is planned to be removed next week. Residents needing to access this cul-de-sac at the East end of Academy Street may now use the temporary ramps in-place at the intersection of Truman Avenue & Academy Street. Side-road access across Truman Avenue at all other intersections along the project will continue to be maintained for traffic and residents. Drivers are encouraged to take alternative routes, if possible, to avoid construction activities on the project.
26th Street & State Avenue Roundabout: The intersection of 26th Street and State Avenue (County Highways 34 and 45) is closed for construction as of Thursday, July 29. State Avenue will be detoured via Hoffman Drive (CH 2), I-35, and 46th St NW (CH 9). 26th Street will be detoured via Cedar Avenue, North Street, Hoffman Drive, and I-35. The project will replace the existing signalized intersection with a roundabout to improve safety and traffic operations. The project will also improve a rough railroad crossing to the east.
