Engineering Updates 8/13/2021

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.

 We thank you for your patience as these projects are completed. 

2021 Construction Projects:

 2021 Bridge Street: Work this week included sidewalk paving, installation of signal pole bases for the intersection at Park Drive, striping and signage. The intersection of Park Drive and West Bridge street is re-opened to through traffic, east and westbound traffic along West Bridge Street is anticipated to open to traffic early next week with some work occurring along the roadway and at the Park Drive intersection as needed. The traffic control devices will move from Phase 1 and be staged to prepare to begin removals on Phase 2. 

It is anticipated that removals for Phase 2 of the project will begin at the end of next week, causing the closure of the 24th Avenue intersection. Work will continue during the week on the west half of Phase 1A with grading activities. It is anticipated that new traffic changes will begin on August 20th with removals beginning within Phase 2  including the intersection of West Bridge Street and 24th Avenue. Phase 2 will include extended sidewalk for pedestrian traffic, as well as a new roundabout.

2021 N Cedar StreetscapeTraffic patterns for a construction project on N. Cedar Avenue will change starting Monday, August 16th, 2021.

Weather permitting, the intersection of N. Cedar Avenue and Pearl Street will be closed. Traffic has been re-opened at the Rose Street intersection, however both directions of travel along N. Cedar Avenue from Rose Street to Pearl Street remain closed. Traffic will be routed around the work area via. CSAH 45/Oak Avenue, E. Main Street, and N. Elm Avenue. The Vine Street, and Broadway Street intersections will remain open to traffic at this time. Pedestrian access is to be maintained to all businesses along N. Cedar Avenue throughout the project. Work This Past Week

  •   Sanitary sewer service construction continued along the 300 block
  •   The Rose Street intersection was re-opened to traffic
  •   Storm sewer installation has continued to be installed through the 300 block

Upcoming Work

  •   Watermain installation along the 300 block is to occur early next week 
  •   Water service installation along the 300 block is to follow the watermain
    •   Some building access may be necessary to confirm services, communication with businesses will continue to occur as this is required
  •  Closure and removals are planned to begin at the Pearl Street intersection on Monday
  •  Sidewalk paving is planned to also begin early next week
  •  Removals within the 200 block are anticipated to begin the week of August 23rd

2021 Truman Avenue: This week: Northland Grading & Excavating worked on storm sewer, water services & sanitary sewer services.  Water service installations & reconnections and sanitary sewer services from University Street to Prospect Street were completed. They also worked on storm sewer construction at the intersection of Prospect Street & Truman Avenue.

Next week: Northland is planning to work on subgrade preparation and subbase grading work between Phelps Street & University Street. Concrete curb and gutter paving is scheduled to take place in the Phase 1 portion of the project, from Main street to School Street.  If delayed by weather or other delays, the concrete curb & gutter paving will be moved to the next week.  Northland may also work on removing the temporary access lane between the Academy Street cul-de-sac and Main Street.  They will first remove the asphalt millings, fabric, and drainage pipe of the access lane; then they will remove some of the brush in this area and lastly place back topsoil and seed to put back this area as it was before construction began. 

Intersections affected: Side-road access at the intersection of University Street may be temporarily closed next week for work on Storm Sewer.  Side-road access at the intersection of Prospect Street may be temporarily closed next week for work on Sanitary Sewer/Storm Sewer/Water Main work.  Side-road access at Agnes Street, Academy Street, School Street, and now Phelps Street are open to drivers and residents via temporary ramps.  The temporary access lane at the cul-de-sac of Academy Street is planned to be removed next week.  Residents needing to access this cul-de-sac at the East end of Academy Street may now use the temporary ramps in-place at the intersection of Truman Avenue & Academy Street. Side-road access across Truman Ave at all other intersections along the project will continue to be maintained for traffic and residents.  Drivers are encouraged to take alternative routes, if possible, to avoid construction activities on the project. 

26th Street & State Avenue Roundabout: The intersection of 26th Street and State Avenue (County Highways 34 and 45) is closed for construction as of Thursday, July 29. State Avenue will be detoured via Hoffman Drive (CH 2), I-35, and 46th St NW (CH 9). 26th Street will be detoured via Cedar Avenue, North Street, Hoffman Drive, and I-35. The project will replace the existing signalized intersection with a roundabout to improve safety and traffic operations. The project will also improve a rough railroad crossing to the east.
